In fact it's a mute point.
Lukaku expired 11.59AM this morning as it had been 12 hours since last bid and over 3 days since first bid. Which was before BETH bid.

Perhaps in the future the rules needs to be, 1st time you go over the number of players or total money spend the bids which did it are invalid 2nd time the bids are invalid and you lose 1m from the budget 3rd time the bids are invalid and you lose another 4m and players needed to bring you under the new budget 4th time and we kill you.
