If you don't have adequate technique by the time you are 12, you aren't making it. Athletic ability doesn't mean shit, it's why you don't see code hoppers come to Football. I'm sure there have been exceptions to the rule. And its the A-League, not the epl. He doesn't have to be all THAT good.
