What does that hold? Maybe 500 seated? I was there when Victory played a Tassie XI a few years ago that packed out, but have a look on Google maps and you can see there's not a lot of room to build up. I'd suggest teaming up with athletics and getting some stands up on either wing of the athletics stadium in the domain, as a medium term solution.

I just had a look from the lower tier on the way out and the view isn't that bad to be fair, although the ground was moved 3 to 5 metres off centre towards it.
