Fox dont think Western United is "Melbourne" enough, so theyre witholding the $5M.  Fox must really hate the FFA and the HAL at the moment.  Clear signs theyre trying to Bail out completely from the HAL.

We’ve known for a long while that the fox money would only be triggered by new teams in three cities - Sydney, Melbourne and Brisbane

Why the FFA didn’t just run a selection process for those three city’s god only knows.

I'd tell Fox Sports Australia to suck a fat one and just go with Wyndham FC.

It's pretty normal in corporate circles, its about presenting a facade to the public to create an illusion of fairness and transparency to justify the already made decision.

Bit like when they advertise jobs for positions which a preferred candidate has already been selected, or run tenders when there is a pre-chosen supplier already (ala Joe Hockey and the travel agency scam).
