I am actually after the specific law or laws of the game that might be used to cover this situation and any administrative methods outside the laws that may apply. I have seen it covered by the English FA in one of their rules that is additional to the laws. In that case the player was charged for throwing the smokie back into an empty part of the stand after the referee took no action on the pitch.

JJ wouldn't have said 'he gets away with it', if there was nothing to get away with. If they identified the Glover did nothing wrong, they would have said something along the lines of 'we've investigated the incident and concluded that there was no wrong-doing by Glover'. Instead JJ said 'Glover gets away with it'.
