It's just watermelon in a face for fucks sake. The stereotype pertains to African Americans, Gayle is a Jamaican, the innuendo that Gayle is somehow connected with the American slave trade and watermelon due to the colour of his skin is more racist than the cartoon.
People are so such fucking nannies these days, they will find outrage with anything. I've got no problem with black face as well, just a bit of black paint on the face, harmless, light heated benign fun. People just need to lighten up and stop pretending to be so offended all the time.

I'm not normally the one who cries "racism" but I guarantee you that this is racist and the cartoonist knew exactly what he was doing.
The stereotype of the lazy black person with a face full of watermelon as iconography of racism and slave trade America would be WELL known to any cartoonist or social/political satirist, because it was often through cartoons that this stereotype was perpetuated. See my wiki link above.
It was not a co-incidence. Cartoonists have a big appreciation for their art and history and he would definitely have known that even if the editor didn't. (But I still reckon they knew too)
Also, Gayle is the same race as African Americans so it does count. Black Jamaicans are West African by race. Like the majority of African Americans. also, black people were kept as slaves by the Spaniards in Jamaica.

Here's Chris 'Roy' Taylor's comic from a few days ago which features the same kid in his comic from today.  It was a recurring joke about the watermelon kid who ate an entire watermelon at the cricket. Even if he knew about the stereotype, thats not the joke. Not racist/10
